DPP vs. EPD: Distinguishing the Digital Product Passport and Environmental Product Declaration

DPPs and EPDs are often framed as alternatives. In reality, they answer different questions and can work together in the same data flow.

Kurz erklärt

An EPD communicates verified environmental information from a life-cycle assessment. A DPP can connect this and other product information about identity, use, repair, compliance and circular access.

DPP vs. EPD: Distinguishing the Digital Product Passport and Environmental Product Declaration

No: an EPD does not replace a DPP, and vice versa

According to the International EPD System, an Environmental Product Declaration, or EPD, is a verified and registered document with transparent, comparable information about life-cycle environmental impacts. Its purpose is to communicate assessed life-cycle results. The International EPD System definition is a sound technical reference.

A Digital Product Passport, by contrast, is a digital product-linked information and access structure. Depending on the product group, it may cover safety, origin, materials, repairability, environmental performance, reuse and recycling. Which of these data are mandatory does not come from a general DPP template but from the applicable legal act.The European Commission DPP overview describes that framework.

Not an either-or decision

A Digital Product Passport and an EPD solve different jobs

This comparison helps with data architecture. It does not replace a product-specific legal assessment.

EPD

Digital Product Passport

Primary purpose

Verified environmental information derived from a life-cycle assessment and programme rules.

A product-linked information and access structure across the life cycle.

Data scope

Environmental impacts and methodology are central.

It can connect environmental, identity, material, repair, safety and compliance data.

Relationship

An EPD document or its digital data can serve as robust evidence.

It can reference an EPD or use appropriate values from one when the legal act and data model require it.

Governance

Verification follows the relevant EPD programme and its rules.

Obligation, content and access rights follow the product-specific EU legal framework.

An EPD can be evidence in a DPP data flow

The useful connection is not an automatic data transfer. In a DPP, an EPD can serve as a source or evidence for particular environmental information. The passport may additionally need product identity, access rules, repair information, material data, compliance evidence and information for other life-cycle actors. Which values can actually be reused depends on product granularity, methodology, validity, legal act and data model.

The relationship without overstating it

This is an implementation inference, not a general EU obligation: an EPD can be valuable DPP evidence, but its existence neither makes a DPP complete nor means an EPD is required for every product group.

For construction products, the distinction becomes especially practical: performance and conformity information, environmental information and digital product data may follow different rules, but need to come together in a project. The Commission guidance on Declaration of Performance and CE marking illustrates that separate product-law logic.

Why the version date matters for EPD content

EPD content must not be treated as if terminology and programme rules never change. ISO 14025 was updated in June 2026. The International EPD System notes that the new edition develops terminology and programme requirements further. Anyone reusing EPD data in a DPP data flow should retain programme, PCR, validity, version and data provenance. The ISO 14025:2026 update context makes that maintenance need visible.

  • Reference an EPD as a source instead of copying values without context.
  • Check product or variant relevance and validity.
  • Document methodology, PCR and verification status.
  • Mark which DPP fields come from an EPD and which come from other evidence.
  • Trigger a controlled change and release process when the EPD changes.

To build this data flow, the DPP example and template helps with field and evidence structure. The implementation roadmap shows how this becomes a pilot with accountable roles.
